Parish Magazine Update - January 2020
The following notice appears in January's Parish Magazine:
Escrick Parish Council:
Highways:
A19/Skipwith Road junction scheme: At the time of writing there is no further progress to report and we are continuing to work with our County Councillor to progress.
Maintenance issues: A representative of North Yorkshire County Council highways department attended December’s Parish Council meeting to discuss a number of reoccurring issues:
- Surface water flooding and blocked drains: The drains reported as blocked have been cleared, and a collapsed drain on Carr Lane has been scheduled for repair. The highways officer advised that there is no budget available to improve any underlying issues.
- Missing/worn parking restriction markings in vicinity of the primary school: The highways officer explained that these are low priority, and their sub-contractor had until March 2020 to complete the work. Parish Councillors expressed their disappointment that it could be 18 months from when this was raised to the missing lines being repainted, but were unable to get the work brought forward.
- Overgrown hedges/vegetation: The highways authority have agreed to write to two of the landowners where complaints of hedges obscuring visibility/access have been raised. The officer explained that there is a warning process, but if the landowners didn’t respond then NYCC would cut back the vegetation and pass the cost on to the landowner concerned.
- Moss on pavements: The Parish Council has been directed to take this up with the District Council.
No vehicles sign for the footpath between Carrs Meadow and Main St: The highways authority has confirmed that the Parish Council can go ahead and put up signage to discourage delivery drivers attempting to use this as a shortcut.
Vehicle activated speed sign for Skipwith Road: This has been ordered. The mounting post has been installed, and the sign itself should be installed soon.
Maintenance:
The Parish Council has agreed to procure some additional pavement sweeping to supplement that done by the District Council.
Precept:
The Parish Council has decided to keep its Precept (Council tax) unchanged at £19,000 for the year Apr 2020 – Mar 2021.
